CEO & Founder
Dr. Pavón-Villamayor is an economist with expertise in antitrust, competition policy, economic regulation, damages and quantitative methods for applied economics analysis. He holds an M.Phil. and Ph.D. in Economics from Oxford University. In the area of antitrust and competition policy, he held the position of senior economist in the European Competition Policy Practice of the firm Law & Economics Consulting Group in Brussels, Belgium.
During his time as antitrust consultant in Europe, Dr. Pavón-Villamayor was involved in high-profile cases under the jurisdiction of the European Commission. These cases spanned key industries such as airlines, energy, software and telecommunications. All these cases required the use of applied economic analysis in the core areas of competition policy: mergers & acquisitions, unilateral conduct and coordinated practices (collusive behavior) in European markets.
Dr. Pavón-Villamayor has extensive experience as an economic advisor and expert witness in Latin America. He has participated in a broad range of cases across the region in areas such as cement, pharmaceuticals, telecommunications, energy, transport, financial services & entertainment. He has also served as a consultant for the United Nations and the OECD. He is often required to provide expert testimony in antitrust matters on behalf of firms, tribunals and trade associations.
Dr. Pavón-Villamayor has held several positions in the regulatory arena, including Chief of Staff of the President of the Federal Telecommunications Commission, Mexico, as well as Director-General for Economic Regulation at the same regulatory authority. From these positions, he had first-hand involvement in tasks such as the determination of interconnection rates and the design of the asymmetric regulation of firms with market power in the Mexican industry.
Dr. Pavón-Villamayor has held other relevant positions in the public and private sectors such as Head of the Division for Planning and Evaluation at the Energy Regulatory Commission of Mexico, a position from which he supervised the agency´s regulatory agenda in the hydrocarbons and electricity industries; Director-General of the Mexican Chamber of Air Transportation as well as Senior Economist at the OECD/Ministry of Economics Task Force in Regulatory Reform.
Since 2013, Dr. Pavón-Villamayor is the CEO of Oxford Competition Economics Research Group, a position from which he oversees the operations and research activities of the group, as well as Vice-President of the Competition Commission at the International Chamber of Commerce, Mexico. In this role, he promotes the implementation of sound competition and fair business practices in Mexico and elsewhere.
